Biography

Dr. Jennifer Marshall is an Associate Professor in the College of Public Health, Chiles Center, at USF with expertise in community-engaged applied research and public health systems research and evaluation. She serves as the college’s Strategic Area Lead of Interdisciplinary Science & Practice and is Director of the NIOSH-funded Sunshine Education and Research Center for Health, Safety and Wellness. Dr Marshall teaches research and evaluation, child health and development, community health promotion, and community application of public health science. She mentors MPH, PhD and DrPH students and manages an applied research lab in which she trains students in a variety of methods to work with local and state programs particularly those serving children with special health care needs and underserved populations. Dr. Marshall is an Affiliate of the Florida Institute for Child Welfare and a core faculty member of the Harrell Center for the study of family and community violence. For over a decade, Dr. Marshall has worked with the Florida Birth Defects Surveillance Program supporting the state registry (FBDR) and access to care for children with special needs and their families. In 2023 Dr. Marshall received the University of South Florida Faculty Outstanding Research Achievement Award and the APHA MCH Section Effective Practice Award for her work to support access, quality and continuity of care for patients with perinatal opioid use. Dr. Marshall is the Co-PI of the Continuous and Data-driven Care (CADENCE) program, which integrates prenatal, pediatric, behavioral and addiction medicine for individuals with perinatal substance use. With over 30 years of experience working as a program director and general manager in clinical, governmental and nonprofit settings and, within academia, conducting research and evaluation for several statewide programs, Dr. Marshall is deeply invested in promoting leadership and systems change in public health. She is the Co-PI of PHEARLESS, a regenerative leadership training program for emerging public health and community leaders.
